Have you ever not see Navigation Link on Look and Feel section in Site Settings?
But there are Quick Launch and Top Link Bar.
Please see below picture
When you want to change the Quick Launch into Navigation Link Please do this following Step.
1. Go to Site Settings – Site Collection features (on Site Collection Administration section)
2. Please Activate SharePoint Server Publishing Infrastructure
3. Now the Navigation Link is already appear on Look and Feel section.See below Picture
